MOTION
Upon recommendation of Lisa Wallick, Stormwater Management Group (SMG) Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department, authorizes the Director to grant an increase of $2,800,000.00 in the contract price with a time extension of one (1) year for DWSD Contract No. CS-1830 “Engineering and Design Services for Stormwater Management Practices” with OHM Advisors (Consultant), and also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
JUSTIFICATION
The Detroit Water and Sewerage Department (DWSD) procured Contract CS-1830: Engineering and Design Services, which includes engineering site analysis reports for non-residential customers and allows for other green stormwater infrastructure (GSI) related work as determined by the DWSD.
The engineering report includes recommendations for the best management practices for stormwater control at the site. The engineering reports help customers to understand the benefit of stormwater control measures and incentivize them to implement the recommended practices at their sites. The installation of stormwater management practices that results in a measurable reduction in volume and/or peak flow rate qualifies the customer/property owner for a credit to their drainage bill and also helps reduce the treatment cost for DWSD.
Since the start of the contract last year, the current engineering site analysis budget under Contract CS-1830 Task 2 is being encumbered at a faster rate than projected, DWSD proposes to add additional funds to this task to allow for additional sites’ engineering analysis reports.
In order to incentivize customers’ participation in the installation of GSI, DWSD launched the Capital Partnership Program (CPP) in April 2017 to partner with DWSD non-residential customers to fund the installation of GSI at the customers’ sites. Under the current CPP, DWSD can fund up to 50% of the GSI project cost not to exceed $50,000.00. The CPP is a $5.0 million program recurring annually.
Since the launch of the CPP, DWSD has approved eight (8) CPP applications. DWSD has not received adequate participation from customers as a number of interested customers face challenges in participating in the program because of multitude of reasons that serve as a barrier to their participation.
Task 3 of the CS-1830 contract has money budgeted for DWSD authorized work related to other GSI initiatives. DWSD is initiating a pilot program that will test project delivery methods for GSI design and installation at five (5) customers’ sites to determine if restructuring the CPP will result in more customer participation. It is envisioned that CS-1830 project team will deploy multiple project delivery methods for GSI installation/construction to provide insight on risk and cost controls, successes and failures of the delivery methods, how to increase contractors’ participation to help develop local capacity to perform the work and any other issues encountered during the process. At the end of the pilot program, a technical memorandum summarizing the findings of the pilot program, lessons learned and recommendations for the restructure of the CPP will be provided by CS-1830 project team
BACKGROUND
DWSD Contract No. CS-1830: Engineering and Design Services for Stormwater Management Practices was awarded to OHM Advisors by the Board of Water Commissioners (BOWC) on April 19, 2017 for $1,259,620.00.
AMENDMENT NO. 1 SCOPE OF SERVICES
Amendment No. 1 scope of services includes, but not necessarily limited to, the following:
I. Task 2: Site Assessment/Engineering Site Analysis Report
Initiate and complete additional site assessments/engineering site analysis reports.
II. Task 3: Miscellaneous
Under this task, complete engineering services including the installation/construction of best management practices (GSI) at the DWSD selected pilot sites will be provided. A technical memorandum summarizing the findings of the pilot program, lessons learned, how to increase contractors’ participation to help develop local capacity to perform the work and recommendations for the restructure of the CPP.
