MOTION
Upon recommendation of Thomas Naughton, CFO the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to enter into Contract No. 6001801 for preventative and corrective maintenance services, parts, and repairs for pedestrian doors with Secure Door, LLC, not to exceed $100,000.00 for a period of one year and also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
The Facilities department is responsible for the repairs and maintenance for all five (5) Detroit Water and Sewerage Department facilities. The five locations have a total of 160 pedestrian doors that are used daily for the full operation of the department.
JUSTIFICATION
When doors become inoperable due to age or irreparable damage caused by accidents, personnel often need to be re-routed. If doors are damaged in the open position, they cause damage to the entire building, as it leaves the building occupants susceptible to cold temperatures, exposes the building to risk of possible rodent infestation, and causes potential for security breaches into the buildings. This maintenance contract would allow Facilities to ensure preventative maintenance and repairs done in a timely manner.
PROCUREMENT METHOD
This was an open competitively offered Request for Bid in conformity with the requirements of DWSD’s Procurement Policy. RFB 462254A was advertised on BidNet Direct (MITN) website on November 20, 2018 and closed on December 3, 2018. This solicitation was viewed by seven (7) companies in BidNet Direct which yielded one (1) responsive, responsible bidder, one (1) non-responsive bidder, and one (1) no bid.
Procurement recommends awarding the one (1) year contract to the lowest responsive, responsible bidder, Secure Doors LLC and requests approval for the contract not-to-exceed $100,000. Pedestrian Doors are essential for DWSD Facilities to ensure continued operation and safety.
