MOTION:
Upon recommendation of Thomas Naughton, Chief Financial Officer, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to enter into Contract # 6001784 with Tri-County International Truck Inc., to furnish parts and repair services for DWSD maintained International Trucks for a period of two-years, at a cost not to exceed $250,000.00 and authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
DWSD Fleet Department is responsible for the parts, maintenance and repair services for all International Trucks and tractor trailers in use at DWSD or part of the shared services agreement. The Leak Trucks and Specialty Equipped trucks are used year round to support DWSD maintenance and repair operations.
JUSTIFICATION
DWSD Fleet Operations are responsible for keeping all department vehicles in reliable, working order. In order to maintain the vehicles, services and parts are required. Much of the maintenance of vehicles is performed in-house which, requires manufacturer-specific parts. In addition to these parts, there are instances when vehicles will need to be sent to the vendor for repair and maintenance. This contract amount has been projected by Fleet Operations based on historical usage and the remaining lifetime of the equipment and additional change order.
PROCUREMENT METHOD
Purchasing was notified by Fleet Operations that Tri-County International Truck was a sole source. Pursuant to DWSD’s Procurement Policy, section (5) Exceptions to Competitive Bidding, (B) Sole Source Procurements, competitive bidding is not required when there is only one source of supply available. As part of DWSD Procurement’s due diligence, Navistar, Inc., the manufacturer of International Trucks and equipment parts, was contacted and they confirmed that Tri-County International Truck is the only authorized dealer/distributor/service provider within the 50-mile radius of the Detroit area.
