MOTION

 

Upon recommendation of Mamata Burgi, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to secure a one-time purchase at a cost not-to-exceed $340,133 to purchase and install 10 replacement doors as part of the overhead door replacement project with Secure Door, LLC. and also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.

 

BACKGROUND

 

The Facilities department is responsible for the repairs and maintenance for all five (5) Detroit Water and Sewerage Department facilities. The overhead doors are situated on all sides of the building for optimal operations. At times they are damaged due to vehicular traffic or old age.  When the doors are hit by vehicular traffic, they often damage the door slats as well as the frames, making them harder to repair in house. 

 

 

 

 

When doors become inoperable, deliveries need to be often re-routed or turned away completely. Rerouting DWSD’s vehicle traffic causes delays to operations. If doors are damaged in the open position, they cause damage to the entire building, as it leave the building occupants susceptible to cold temperatures, exposed to risk of possible rodent inhabitation and security issues entering into the buildings.  Overhead Rolling Doors are essential for DWSD facilities to ensure continued operation and safety. 

 

JUSTIFICATION

 

Per DBA subcontractor NORR’s assessment ten (10) doors have been identified as needing immediate replacement. They are located at: Central Service Facilities (CSF), 6425 Huber, Detroit, MI.  West Yard Facility, 13401 W. Outer Drive, Detroit, MI.  DWSD Facilities is looking to replace ten (10) of these doors with fabric speed doors.  Fabric speed doors are faster to retract and is less likely to be damaged by vehicles.  On the rare occasion that the door is damaged the fabric is sturdy enough to “take a hit” with reduced detrimental impact. The fabric speed door has a life expectancy of 20 years, and is low maintenance, plus replacement parts are readily available.

 

PROCUREMENT METHOD

 

This was an open competitively solicited Request for Bid in conformity with the requirements of DWSD’s Procurement Policy.   RFB 465618 was advertised on BidNet Direct (MITN) website on January 23, 2019 and closed on January 31, 2019.  This solicitation was viewed by ten (10) companies in BidNet Direct which yielded two (2) responsive, responsible bidders and one (1) no bid.

 

Procurement recommends awarding the purchase order to the lowest responsive, responsible bidder, Secure Doors LLC and requests approval for an amount not-to-exceed $340,133. The vendor will have a maximum one (1) calendar year to have the work satisfactorily completed.
