RE:                     Proposed DWSD Contract No. 6002231

"Water & Sewer Improvements for North Rosedale Park (DWS-907)”

MOTION

Upon recommendation of Mamata Burgi, DWSD Procurement Manager, the Board of Water Commissioners for the City of Detroit Water and Sewerage Department authorizes the Director to enter into Contract No. 6002231 for "Water and Sewer Improvements for North Rosedale Park (DWS-907)” with Ric-Man Construction Inc. at a cost not to exceed $13,032,292.75 for a term of two (2) years, authorizing the Director to take such action necessary to accomplish the intent of this vote.

BACKGROUND

Proposed Contract No. 6002231 for DWS-907 is a combined sewer and water rehabilitation contract.  It provides in-kind replacements along with in-place rehabilitation and open-cut/trenchless repair of selected sewers primarily using the procedures, methods and equipment of the cured-in-place pipe lining processes, for an approximate total of 35,000 lineal feet of improvements.  In addition, various sewer manhole and pipe repairs are to be performed at various locations, including: cutting/grinding of taps, debris removal by flushing and mechanical means, root cutting, replacing adjusters on manholes, internal grouting of manhole chimneys, replacing manhole chimneys, manhole frame/cover replacement, manhole benching and channel reconstruction, and installing new manholes.  In a change from the previous sewer repair and rehabilitation contracts, where the selected contractor performed both the sewer condition assessment as well as the repairs, the CIPMO team has already performed the condition assessment in this neighborhood and proposed to DWSD the scope of work for each intervention in the bidding documents.

The contract is also part of an ongoing water main distribution piping replacement program and is the result of extensive condition assessment work completed under CS-1812.  The work consists of replacing existing 6-inch, 8-inch, and 12-inch water mains that have a history of frequent breaks and high maintenance cost with over 17,000 linear feet of 8-inch and 12-inch ductile iron pipe.  This work also includes replacement of attendant gate valves and fire hydrants.  A forecasted quantity of 309 lead services are being replaced under this contract.  Lead services replacement within the public right-of-way (ROW) is 16,000 linear feet and 13,000 linear feet on private properties.  For this project, lead services replacement costs account for approximately five percent of the contractor’s bid.  Finally, lead services of one inch and less in diameter are replaced with one-inch copper tube; existing Lead services of 1.5-inches and 2-inches diameter are replaced with copper tube of the same diameter.

In addition, the contract includes the installation of Green Stormwater Infrastructure (GSI) on Edinborough Road between Florence Street and Bretton Street.  The GSI project consists of a bioretention area located in the wide planting strip between the sidewalk and the roadway. The bioretention area is a graded depression (or shallow basin) designed to collect, clean, and infiltrate stormwater runoff into the ground.

JUSTIFICATION

The existing DWSD sewer system within the City limits (approximately 3,000 miles of sewers ranging from 8” thru 168”) is generally older than 90 years.  The sewers are deteriorating at a fast rate due to their age.  Some are near the point of collapse, and immediate emergency action is often required.  Sewer rehabilitation services are needed to repair plugged, damaged and collapsed sewers to avoid basement flooding, and maintain the flows within the wastewater collection system.  Additionally, the contract includes Green Stormwater Infrastructure (GSI) that will divert stormwater from the DWSD combined sewer system to instead percolate into the local soils, thus reducing the risk of basement backups and the amount of runoff to be treated.

The water main portion of this contract is one of a continuing series of contracts to replace the aged water mains in the City of Detroit having an extensive history of leaks and breaks.  The work will provide DWSD with the ability to continue its program of replacing aged and failing water mains that have exceeded their intended service life.  The new water mains and associated infrastructure will enhance the integrity of the DWSD water distribution system and ensure quality service to its customers.  To protect the health and safety of our customers, existing lead water services are being replaced with copper from the new water main, connecting to a new curb box, and continuing onward with copper to the customer water meter.

DWSD and CIPMO hosted community meetings in North Rosedale Park in October 2018 and January 2019.  The goal of the meetings was to foster meaningful discussions about the capital improvement projects scheduled in the neighborhood.  These meetings were well received by attendees and were attended by residents, business owners and notable stakeholders such as Congresswoman Rashida Tlaib, the District and Deputy Mangers from the Department of Neighborhoods, and the District Liaison for the Detroit Economic Growth Corporation.

The meeting in October 2018 focused on green stormwater infrastructure improvement and the meeting in January 2019 provided a project overview of water main and sewer pipeline improvements, review of green stormwater infrastructure projects, and the process for lead service line replacements. Attendees at both meetings had the opportunity to ask questions and express concerns about the project.
