MOTION
Upon recommendation of Palencia Mobley, Deputy Director/Chief Engineer, the Board of Water Commissioners for the City of Detroit Water and Sewerage Department authorizes the Director to enter into Contract No. 6002230 for "Water Improvements for Cornerstone Village (WS-712)” with Ric-Man Construction, Inc., at a cost not to exceed $18,630,333.50 for a duration of two (2) years, and also authorizes the Director to take such action necessary to accomplish the intent of this vote.
BACKGROUND
Proposed DWSD Contract No. 6002230 (WS-712) is part of an ongoing distribution piping system water main replacement program and is the result of extensive condition assessment work completed under Contract No. 6000777 (CS-1812). The work consists of either replacing or lining over 46,000 linear feet of existing 6-inch, 8-inch, 12-inch, and 16-inch water mains that have a history of frequent breaks and high maintenance cost. The work also includes replacement of attendant gate valves and fire hydrants. The aggregate forecasted length of Lead services being replaced with copper within the public right-of-way (ROW) in Cornerstone Village is 20,000 linear feet and 19,800 linear feet on private properties. For this project, lead services replacement costs account for approximately six percent of the contractor’s bid. Finally, lead services of one inch and less in diameter are replaced with one-inch copper tube; existing lead services of 1.5-inches and 2-inches diameter are replaced with copper tube of the same diameter.
JUSTIFICATION
This water main replacement contract is one of a continuing series of contracts that replaces or lines the aged water mains in the City of Detroit having an extensive history of leaks and breaks that have exceeded their intended service life. The new water mains and associated infrastructure will enhance the integrity of DWSD’s Water System and ensure quality service to its customers. To protect the health and safety of our customers, existing lead water services are being replaced with copper in both the right-of-way and from curb box to the customer water meter.

DWSD and CIPMO hosted community meetings in the Cornerstone Village in October 2018 and January 2019. The goal of the meetings was to foster meaningful discussions about the capital improvement projects scheduled in the neighborhood. These meetings were well received by attendees and were attended by residents, business owners and notable stakeholders such as State Representative Tenisha Yancey, State Representative Joe Tate, and Councilman Andre Spivey’s Chief of Staff, Keith Jones.
The meeting in October 2018 focused on Green Stormwater Infrastructure improvement and the meeting in January 2019 provided a project overview of water main and sewer pipeline improvements, review of green stormwater infrastructure projects, and the process for lead service line replacements. Attendees at both meetings had the opportunity to ask questions and express concerns about the project.
PROCUREMENT METHOD
This project was competitively solicited as a Request For Bids (RFB) and advertised on Wednesday, February 13, 2019, on the Michigan Inter-Governmental Trade Network (MITN) website. Notices were sent to 1,930 firms via MITN with 153 firms downloaded the bid package. It was also advertised with the North America Procurement Council, Michigan Minority Contractors Association (MMCA), National Association of Minority Consulting Engineers (NAMCE), Asian Pacific American Chamber of Commerce (APACC), Michigan Hispanic Chamber of Commerce (MHCC), Michigan Black Chamber of Commerce (MBCC), Washtenaw Contractors Association Plan Room, Booker T. Washington Business Association, Michigan Minority Business Development Council, Construction Association of Michigan, Construct Connect, Dodge Data & Analytics, Construction Journal, Builders Exchange of Michigan and Bid Ocean. Eight (8) bulletins were issued during the course of this bid.
The bids were downloaded from MITN and opened on Wednesday, March 20, 2019.
The engineer’s estimate for this contract was $21,351,000.00.

Although Lakeshore Global Corporation and Blaze Contracting, Inc. are both located in Detroit, the Detroit Based Business certificates submitted had expired prior to the bid deadline; therefore, they were not awarded equalization credits as part of the evaluation.
Ric-Man Construction, Inc., as the apparent equalized low bidder, was evaluated and determined to be responsive.
