MOTION
Upon recommendation of Mamata Burgi, Purchasing Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to approve Amendment No. 3 to add $30,110.32 and to include additional projects not previously listed under Contract No. 6000877 for “Crowell Recreation Center and Ecological Site Restoration Phase II (PC-799)”, and also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
As required by the NPDES permit (Permit No. MI0022802) issued by the Michigan Department of Environmental Quality (MDEQ), this Program, which replaces the formerly proposed Upper Rouge Tunnel (URT) project, is required to invest $30 million in green infrastructure projects by 2019 with the goal of reducing runoff volume to the combined sewer system during the two-year, 24-hour event by 2.8 million gallons (MG)
Crowell Recreation Center and Ecological Site Restoration Phase II is one of the projects located in the center of the URT and the green practices provide 67,900 gallons of storage volume. The reduced runoff volume during the two-year, 24-hours event is 93,700 gallons. In addition to the above, the project will also provide educational outreach about the benefits of green infrastructure within the public spaces.
This contract was competitively solicited as an RFB and the award to Tooles Contracting Group LLC, which was approved by the BOWC on July 19, 2017.
Amendment No. 1, which was approved in January 2018, added 160 calendar days to the contract term and Amendment No. 2, which was approved in March 2019, added 247 days for a current expiration date of 7/31/2019.
JUSTIFICATION
The Stormwater Management Group (SMG) is requesting to increase the total contract amount by $30,110.32 and to expand the contract scope to include the installation of 583 linear feet of curb for the parking lot areas located at Crowell Recreation Center, to perform excavation and back fill (undercut) to 1' depth for an area of 24' by 90' for the south parking lot, and performing excavation and back fill (undercut) to 1' depth for an area of 6' by 30' for the north parking lot, and to provide project signs for the north and south parking lots at Crowell Recreation Center.
