MOTION
Upon recommendation of Mamata Burgi, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department, authorizes the Director to approve Amendment No. 3 for Contract No. 6000988 (CS-1852) a proactive city-wide program for (FLSLR) Full Lead Service Line Replacements with Safewater Engineering LLC, to add $53,000 in additional funding for a total amended not-to-exceed amount of $473,000 and adding six (6) months to the term of the contract and also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND / JUSTIFICATION
Safe Water Engineering is assisting DWSD with writing policies and procedures to ensure DWSD is in compliance with the Michigan Lead and Copper Rule. This includes working with staff to draft a proposed Lead Service Line Replacement Program for submission to the Michigan Department of Environment, Great Lakes and Energy for approval. DWSD must incorporate policies and procedures into daily work flows to comply with the rule. Safe Water Engineering has been instrumental in helping DWSD prepare for the changes in Michigan law and in moving forward to minimize lead in drinking water.
This amendment will allow Safewater Engineering to continue services for the implementation of DWSD’s FLSLR and compliance with Michigan’s “Lead and Copper Rule”. Also, assisting DWSD in striving to remove approximately 125,000 lead service lines within 20 years.
PROCUREMENT METHOD
The original contract to Safewater Engineering LLC was approved by the DWSD Director on July 6, 2017.
