MOTION
Upon recommendation of Mamata Burgi, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department, authorizes the Director to approve a contract with Pipetek Infrastructure Services for Sewer Condition Assessment Services in Various Locations Throughout the City of Detroit for a total amount not-to-exceed $2,965,900.84 for a term of 1 year and also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND & JUSTIFICATION
The existing DWSD sewer system within the City limits (approximately 3,000 miles of sewers ranging from 8” thru 168”) is estimated to be older than 90 years. Due to the advanced age of the existing pipes, degradation is proceeding at an increasing rate. Some sewer lines are near the point of collapse and immediate emergency action is often required. Sewer rehabilitation services are needed to repair plugged, damaged and collapsed sewers to avoid basement flooding, and to maintain the flow within the wastewater collection system.
The initial step of a proactive sewer rehabilitation program is the performance of condition assessment on the assets in order to determine what improvements (repairs/rehabilitations) need to be performed. This contract is the first step in DWSD’s sewer rehabilitation throughout the City for various neighborhoods.
The scope of work of this project consists of:
1. Removal of approximately 179,660 linear feet (LF) of obstructing material from sewers to conduct a National Association of Sewer Service Companies (NASSCO) compliant inspection.
2. The NASSCO-compliant inspection of approximately 371,673 LF of sewers using internal video and multi-sensor equipment to record structural and service defects.
3. The inspection of approximately 802 manholes using side scanning imagery and point cloud collection equipment to record structural and service defects.
4. The as-needed removal and replacement of existing privately-owned structures (e.g., fences, gates, landscaping, and paved areas) that prevent access to City of Detroit assets (i.e., manholes).
3. The cleaning and inspection of all catch basins, and the vacuum removal of dirt, debris and sludge.
Proposed Contract No. 6002461 (DWS-909) will provide condition assessment data which will be used to prepare a scope of work for the next round of design contracts. DWSD will continue the rehabilitation of sewers to provide better services to citizens of Detroit and meet the needs of future City Development.
PROCUREMENT METHOD
This contract was procured through a Request for Bids (RFB) per Requisition #472006 and was advertised on the Michigan Inter-Governmental Trade Network (MITN) website for 40 calendar days. MITN published this opportunity to 588 companies and 33 firms downloaded the bid package.
