MOTION

 

Upon recommendation of Mamata Burgi, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to approve Contract No. 6002810 with Secure Door, LLC for overhead door maintenance, service, parts and repairs for all DWSD facilities for a duration of 3.5 years and a total amount not-to-exceed $400,000.  This also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.

BACKGROUND / JUSTIFICATION

The Facilities department is responsible for the repairs and maintenance for all five (5) Detroit Water and Sewerage Department facilities.  Three of the five facilities have several overhead doors that are essential for daily operations.

 

The Central Service Facility has over 30 overhead doors situated both inside the building as well as peripherally leading to the exterior of the building.  These doors are inadvertently damaged due to vehicular traffic or become inoperable due to their beyond-service-life age.  When the doors are hit, the door slats as well as the frames are also damaged, making them harder to repair in-house. 

 

When doors become inoperable, deliveries need to be re-routed or, depending on the circumstance, turned away completely, which causes delays to operations. When doors are damaged in the open position it leaves the building occupants susceptible to cold temperatures, possible rodent inhabitation and security issues.  This maintenance contract will provide routine preventative maintenance and repairs and as-needed parts and repairs.

 

 

PROCUREMENT METHOD

 

DWSD Facilities team is requesting to piggyback on an existing City of Detroit contract no. 6002488. The Office of Contracting and Procurement issued Request for Bids (RFB) #19SS3449 for overhead door maintenance, service and repairs in 2019.  The award to the lowest equalized bidder, Secure Door LLC, was approved by Detroit City Council on December 16, 2019.  The contract will expire on December 14, 2024.

 

DWSD Procurement has confirmed that the vendor has agreed to the request to piggy back off the City’s contract and also confirmed that the DWSD work will not significantly change, alter or remove from their ability to provide services to the City of Detroit.
