MOTION
Upon recommendation of Mamata Burgi, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department, authorizes the Director to approve DWSD Contract No. 6002926 CS-1942 with Data Consulting Group to oversee various IT efforts establishing CityWorks as DWSD’s new computerized maintenance management system and integration of the various external business systems at a cost not to exceed $686,000 for the term of two (2) years. This also authorizes, the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND & JUSTIFICATION
The Contractor’s responsibility will be to oversee the various IT efforts around establishing CityWorks as DWSD’s new Computerized Maintenance Management System (CMMS) and integrating the various external business systems that connect to CMMS including enQuesta, Miss Digg, Improve Detroit, ERP (Enterprise Resource Planning), HR and Mobile workforce management. Data Consulting Group was identified as the single provider based on the qualifications, past experience and knowledge of the systems through working with DWSD as an IT Program Manager / Enterprise Architect.
Scope of work includes:
1) Project Management for enQuestaLink deployment
2) Project Management for Verizon Automatic Vehicle Location deployment
3) Project Management for CityWorks deployment
4) Program & Project Management for Customer Service Transformation Program
5) Standards & Process Management for IT Project Management Group
6) Meeting Coordination
7) Daily and Weekly Status updates
8) Verification of Services performed by Contracted Vendors
PROCUREMENT METHOD
This contract was procured via a single source exception to competitive solicitation based on the complexity, urgency and overall importance of the Enterprise Asset Management Program to DWSD. This contract will serve as the Project Manager to the Enterprise Asset Management Program. Data Consulting Group was identified as the single provider based on the qualifications, past experience and knowledge of the systems through working with DWSD as an IT Program Manager / Enterprise Architect.
This contract is for a term of two (2) years with a total contract not-to-exceed amount of $686,000.
Data Consulting Group’s clearances expire on 3/10/2021 and they have signed the formal contract document.
