MOTION

 

Upon recommendation of Mamata Burgi, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department, authorizes the Director to approve DWSD Contract 6002988 for Project DWS-916 with Inland Waters Pollution Control, Inc., for Sewer Improvements at Piety Hill, Virginia Park, New Center Commons, Brewster Homes & Brewster Douglass (High Priority Neighborhoods) for a total amount not-to-exceed $4,732,016.74 and a term of 1 year.  This also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.

 

 

BACKGROUND / JUSTIFICATION

 

Most of the existing sewers within the City limits which are the responsibility of the Detroit Water and Sewerage Department (DWSD) were built in the 1920’s. Due to the age and deterioration of the sewer pipes, immediate repair is often required. Currently, DWSD is spending approximately $1,000,000 per month on sewer rehabilitation work. Proposed Contract No. 6002988 (DWS-916) is necessary to continue the sewer rehabilitation program.

 

The existing DWSD sewer system within the City limits (approximately 3,000 miles of sewers ranging from 8” thru 168”) is generally older than 90 years. Due to the age of the existing pipes, degradation is proceeding at an increasing rate. Some sewer lines are near the point of collapse and immediate emergency action is often required. Sewer rehabilitation services are needed to repair plugged, damaged and collapsed sewers to avoid basement flooding, and maintain the flows within the wastewater collection system.

Proposed Contract No. 6002988 (DWS-916) for Sewer Improvements for Piety Hill, Virginia Park, New Center Commons, Brewster Homes and Brewster Douglas is to provide in-place rehabilitation and open cut repair of selected sewers primarily using the procedures, methods and equipment of the cured-in-place pipe lining processes as shown above. In a change from the previous sewer repair and rehabilitation contracts, where the selected contractor performed the sewer condition assessment, as well as the repairs and rehabilitations, the Capital Improvement Management Organization (CIPMO) team has already performed the condition assessment in these neighborhoods and presented a proposed scope of work for each intervention in the bidding documents.

 

DWSD and CIPMO hosted a public hearing on June 19, 2019, at the Unity Baptist Church on 7500 Tireman in Detroit, Michigan. The goal of the public hearing was to foster meaningful discussions about the capital improvement projects scheduled in the neighborhoods and adhere to the requirement of the State Revolving Fund (SRF). Prior to the hearing, notices were placed in the following publications: Detroit Legal News, Detroit News & Detroit Free Press and Michigan Chronicle.  The hearing notice was also posted on DWSD’s website on May 29, 2019. Letters with the notice of the public hearing were also mailed to the followings offices: City of Detroit Mayor’s Office, Wayne County Dept. of Public Services, Wayne County Executive Office, SEMCOG, US Coast Guard, US Army Corp of Engineers, and the US Department of Homeland Security.

DWSD will continue the rehabilitation of sewers to provide better services to citizens of Detroit and meet the needs of future City Development. The proposed rehabilitation/lining processes will extend the life of a sewer by at least 50 years.

 

PROCUREMENT METHOD

This contract was procured through a Request for Bids (RFB) per Requisition #480996 and was advertised on the Michigan Inter-Governmental Trade Network (MITN) website for 34 calendar days. MITN published this opportunity to 526 companies and 101 firms downloaded the bid package. 

 

The Engineer’s Estimate for this work is $5,445,514.00.  Three (3) bids were received:

Although Inland Waters and Lakeshore Global are both certified DBB’s and received equalization credits in the amount of 1% of their total bid prices.  SAK Construction is not located in Detroit and therefore did not receive equalization credits.

 

Based on the information above, it is recommended that the contract be awarded to the lowest equalized responsive and responsible bidder, Inland Waters Pollution Corporation, a certified DBB.

 

Inland Water’s clearances expire on 2/6/2021 and they have submitted all required forms, bonds and signed the contract.
