MOTION
The Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to approve Contract 6003171 with RMD Holdings, Ltd. dba Nationwide Construction Group for as needed Inspections, Services, Parts and Repairs to Turnstiles, Gate Operations and Fences on DWSD properties for a duration of five years and an amount not-to-exceed $125,000. This also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND / JUSTIFICATION
The Facilities Department is responsible for the repair and maintenance for all five (5) Detroit Water and Sewerage Department facilities. Four DWSD facilities have fences and gate operators and one facility has turnstiles; each component of the access control system helps regulate authorized personnel and vehicles access to high security areas.
Fences define boundaries, limits the channels of access and egress, provide a visual barrier, supports security and safety and deters trespassing. Turnstiles provide security and are used to control people traffic by allowing only one person to pass through its barriers at a time. Gate operators provide strict security requirements while admitting a higher volume of traffic, entering and exiting.
Proper maintenance is key to keeping the turnstiles, gate operators and fences functioning properly, reducing costly repairs and injuries or safety violations in the process. Preventative maintenance for gates and turnstiles will include but is not limited to; clean, examine, adjust, lubricate any and all parts of the gates and turnstiles including, electrical and mechanical portions that assist the gates and turnstiles to operate. Preventative maintenance for fencing involves inspecting the condition of the fence and components for damage, check for corrosion or oxidation, clean the fence components and remove rubbish and debris within the fence vicinity.
This contract will provide for all parts and labor necessary to inspect, repair and perform routine preventative maintenance, as well as any emergency service calls for DWSD’s turnstiles, gate operators and fences. The Fiscal Year expenditures are calculated based on historical data from previous contracts for services.

PROCUREMENT METHOD
This contract was initiated through requisition # 483114 which was approved by Budget on 09/29/2020 and procured through a Request for Bids (RFB) #483114 and was advertised on the Michigan Inter-Governmental Trade Network (MITN) for 25 calendar days. MITN published the opportunity to 291 companies subscribing to the relevant NIGP code(s). The RFB was downloaded by 19 firms and two bids were received. Future Fence was deemed nonresponsive for failing to have approved clearances, submit insurance and is not registered as a vendor in the Supplier Portal as required in the RFP.
