MOTION

Upon recommendation of Debra N. Pospiech, Chief Administrative Officer, the Board of Water Commissioners for the City of Detroit rescinds the Detroit Water and Sewerage Department Interim Collection Rules and Procedures, as revised January 22, 2003, in its entirety, and also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.

BACKGROUND AND JUSTIFICATION

The Detroit Water and Sewerage Department first created collection rules and procedures in January 17, 1979, and revised same over the subsequent 23 years.  This Board last revised the rules and procedures on January 22, 2003.  Over the course of approximately 18 months, this Honorable Body reviewed, revised and enacted policies related to Customer Service, Finance, Administration, and Information Technology that supersede all prior policies, rules and guidelines in the Interim Collection Rules and Procedures document.

To eliminate any source of confusion amongst employees, leadership or the public at large, it is important for the Board to definitively state that the Interim Collection Rules and Procedures document is no longer in effect and hereby rescinded.
