MOTION
Upon recommendation of Samuel Smalley, DWSD Chief Operating Officer, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to approve change order No. 2 to Contract No. 6003126 (previously 6000802) with Giorgi Concrete LLC for the Repair of Pavement, Sidewalks, Driveways and Curb cuts at various locations throughout the City of Detroit (project# DWS-902). This amendment will add $2,500,000, for a total amended contract amount not to exceed $26,181,475, and also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND / JUSTIFICATION
DWSD Contract No. DWS-902 is part of DWSD’s on-going maintenance work program. The work consists of trimming, removing and replacing concrete sidewalks, driveways and curbs.
This project is a necessary part of the maintenance work of the Detroit Water and Sewerage Department (DWSD). In order to repair the leaks and breaks in DWSD’s water mains and sewers, repair work crews are required to open-cut street pavements, sidewalks and driveway areas to expose and repair DWSD’s lateral underground assets. The water/sewer repair contractors are responsible for repairing the leaking water mains - they are required to backfill the excavated areas and perform temporary (also called “soft”) restoration work. The subsequent work is referred to as “hard restoration work and includes, but is not limited to the removal of pavement cuts or patches, concrete pavement, high early strength no slump concrete base, remove and replacement of sidewalk, replacement of curb at various locations in the City of Detroit. At this time, DWSD has the following list of hard restoration work to be completed is per below.

Under this contract, the repair of pavements, sidewalks, etc. will be accomplished to ensure that functionality is restored for safe use of the repaired area
PROCUREMENT METHOD
The solicitation for the original contract was advertised on Friday, February 22, 2017, on the Michigan Inter-Governmental Trade Network (MITN). 386 Solicitations were sent out via MITN. 11 Forms downloaded the bid package. Five (5) bids were received on Friday, March 24, 2017.
The lowest responsive equalized bidder, Giorgi Concrete LLC/Major Cement Company, Joint Venture has submitted all required responsive documents. Therefore, it is recommended that Giorgi Concrete LLC/Major Construction Company, Joint Venture be awarded DWSD Contract No. DWS-902. Giorgi Concrete LLC/Major Construction Company, Joint Venture, a Detroit Based Business, will currently perform 100 percent of the work under this contract.
Change Order #1 requested to extend the contract term for an additional six (6) months, for a new expiration date of 6/30/21 at the same price, scope, terms and conditions of the initial contract.
Proposed Change Order #2: is requesting additional funds in the amount of $2,500,000, for a new total amendment amount not-to-exceed $26,681,475 at the same price, scope, terms and conditions of the original contract.
DWSD procurement has received the requisition to solicit for a new replacement contract and will bring that contract before the BOWC for approvals.
