MOTION
Upon recommendation of Marqaicha Welch, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department, authorizes the Director to approve Amendment No. 1 to DWSD 6002926 (CS-1942) with Data Consulting for an IT Program Manager / Enterprise Architect for provide services related to the enQuestaLink and iTron upgrade; adding $670,000 for a total amended not-to exceed amount of $1,356,000 and to extend the term for two (2) years, through 6/30/24. The BOWC also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND / JUSTIFICATION
The proposed amendment will extend the Program Management Services for the enQuesta and enQuestaLink upgrade and other program and project management tasks; to ensure the Contractor’s services are retained to preserve the continuity of knowledge required to oversee various IT efforts. These efforts include finalizing CityWorks as DWSD Computerized Maintenance Management System and integrating various external business systems to CityWorks. Other IT efforts include Miss Digg, Improve Detroit, Oracle Supply Chain, Enterprise Resource Planning, HR and Mobile workforce management.
The scope of work includes:
1. DWSD Technology Transition Program (TTP)
2. Continued IT Project Delivery for the enQuesta and enQuesta Link upgrades,
3. Continued Program and Project Management for key business programs and projects including Oracle Supply Chain (WAM replacement), Itron AMI Upgrade, Basement Backup Protection Program, CityWorks and eBuilder,
4. Standards & Process Management for the IT Project Management Group,
5. Project Meeting Coordination with vendors, customers and staff
6. Daily and Weekly Status updates
7. Verification of Services performed by Contracted Vendors.
PROCUREMENT METHOD
On 9/16/20, the BOWC approved Contract 6002926 (CS-1942). The contract was procured via a single source exception to competitive solicitation based on the complexity, urgency and overall importance of the Enterprise Asset Management Program to DWSD. This contract serves as the Project Manager to the Enterprise Asset Management Program. Data Consulting Group was identified as the single provider based on the qualifications, past experience and knowledge of the systems through working with DWSD as an IT Program Manager / Enterprise Architect.
The DWSD IT Department submitted requisition #496438 for Amendment 1, which was approved 4/18/22.
Data Consulting Group’s clearances expire 10/5/22. A formal amended contract document has been signed by Data Consulting Group and returned to DWSD.
