MOTION

 

Upon recommendation of Marqaicha Welch, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department, authorizes the Director to approve Amendment No. 1 to DWSD Contract No. 6000777 (CS-1812) to add $7,950,000 and exercise the first one-year renewal option (through 6/30/23) for AECOM Great Lakes, Inc. to continue providing Capital Improvement Program Management Organization (CIPMO) Services for DWSD.  This also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.

 

 

BACKGROUND / JUSTIFICATION

 

CS-1812 provides all program components that comprise the Capital Improvement Program Management Organization (CIPMO) Program Management Office (PMO); including execution of contracts to rehabilitate Water and Sewer infrastructure throughout the City based on critical need, while effectively improve service levels to Detroit residents.

 

DWSD anticipated investing up to $400 million over a five year period.  The proposed water and sewer improvement work from the list of prioritized neighborhoods coordinated with other city departments projects for development and infrastructure improvements, such as, road pavement and beautification of streets.  In 2020/2021, CIPMO and the City of Detroit Department of Public Works proposed the planning and design of a reconstruction and/or improvement projects for the full length of East Jefferson Avenue from approximately I-375 to Alter Road and also prioritized the proposed water improvements including distribution and transmission water main replacement.  This was coordinated with Great Lakes Water Authority (GLWA) for replacement and relocation of GLWA transmission line.  The MOU between DWSD and GLWA has been executed for cost sharing of design services provided under this contract for WS-727. 

 

 

PROJECT OBJECTIVES / COSTS

 

The objective of this proposed Amendment No. 1 is to continue supporting the Jefferson Streetscape project development, CityWorks maintenance, hydraulic modeling, GIS, Risk and Criticality model and assist in transitioning the remaining workload to DWSD staff.  DWSD is requesting to exercise the first one-year renewal option to continue providing high priority Jefferson design services and phase out programmatic component of capital delivery to DWSD staff.  The continued assessment of the team transition strategy will be ongoing during the remaining duration of the contract and any deficient or gap will be identified to be fulfilled through staff training and/or as-needed proposed Subject Matter Expert (SME) services.   There may be a few limited identified services that will always procure through a third party (such as As-Needed services contract) after the departure of AECOM. 

 

Twenty-one individual tasks that have been identified under the proposed renewal option including water and sewer infrastructure modeling, GIS Update, CIP delivery related software application, on-going maintenance of data, and materials, and training, etc.

PROCUREMENT METHOD

 

This contract was procured through a Request for Proposals (RFP) and was advertised on the Michigan Inter-Governmental Trade Network (MITN) website for 42 calendar days (7/22/16 - 9/2/16).  The Proposals were evaluated by an Evaluation Committee and the award to the highest ranking Proposer, AECOM Great Lakes, was approved by the BOWC on 5/11/17. 

 

The Engineering & Construction Department submitted Requisition #495983 for Proposed Amendment 1, which was approved on 3/22/22, to add $7,950,000 and 355 days to the contract term.

 

AECOMM Great Lakes’ clearances expire on 10/7/22 and the formal amended contract document is routing for signature.
