MOTION
Upon recommendation of Marqaicha Welch, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to approve DWSD Contract 6004394 for two types of Magnetic Locators with MSC Industrial Supply, for a total contract amount not-to-exceed $141,600 and a term of two (2) years. This also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND / JUSTIFICATION
The Central Warehouse and West Yard’s function is to receive, stock, store and issue materials to various DWSD Departments to support the work of our Field Services, Maintenance, Repair, and Operations. Magnetic Locators find underground objects with ferrous metal content, using the earth’s magnetic field. They do not emit a signal, but rather, they measure magnetic field distortion that surrounds a buried metal target. Magnetic Locators are used to locate underground objects with ferrous metal content at varying depths, from small corner pins to large tanks, drums, and septic tanks. These are primarily used by surveyors, excavators and construction workers. This two-year contract will allow timely replenishment of Magnetic Locators to ensure DWSD stock levels meet operational needs.
PROCUREMENT METHOD
Requisition #495131 was submitted and approved on 3/2/2022. It was competitively solicited as RFB #495131 - Magnetic Locators on the BidNet Michigan Inter-Governmental Trade Network (MITN) website 3/17/22 - 4/7/22 (21 days). MITN published this opportunity to 38 companies subscribing to the relevant NIGP codes(s) and 14 firms downloaded the RFB package. Three bids were received:
• Ave Solutions
• MSC Industrial Supply
• Tiger Supplies

Tiger Supplies was deemed nonresponsive for not providing references as required in the RFB to ensure they could meet the quantities needed over the term of the contract. MSC Industrial has the lowest pricing on items #504601 and item #601633, so based on this information, Procurement recommends awarding the contract to MSC Industrial Supply for those 2 items, whose clearances expire on 3/30/2023 and a formal contract document is not required. AVE Solutions has the lowest pricing on item #516509. AVE Solutions have been awarded a contract for that item under separate cover.
