MOTION
Upon recommendation of Marqaicha Welch, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to approve DWSD Contract 6004444 with Major Contracting Group, Inc. to provide Hard Surface Restoration & Related Services in Detroit (Project DWS-919), for a total contract amount not-to-exceed $38,437,100 and a term of three (3) years. This also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND / JUSTIFICATION
This proposed contract will replace DWSD’s Contract 6003126 (Project# DWS-902) as part of its on-going repair work program. The work consists of repairing, trimming and/or removing pavement ,sidewalks, driveways and curb cuts, as needed throughout the City of Detroit.
In order to repair the leaks and breaks in DWSD’s water mains and sewers, repair work crews are required to open-cut street pavements, sidewalks and driveway areas to expose and repair DWSD’s lateral underground assets. The water/sewer repair contractors are responsible for repairing the leaking water mains - they are required to backfill the excavated areas and perform temporary (also called “soft”) restoration work. The subsequent permanent work (referred to as “hard restoration”) includes, but is not limited to, the removal of pavement cuts or patches, concrete pavement, high early strength no slump concrete base, remove and replacement of sidewalk, replacement of curb at various locations in the City of Detroit.
This water main replacement contract is one of a continuing series of contracts that replace the water mains in the City of Detroit having an extensive history of leaks and breaks. The new water mains and associated infrastructure will enhance the integrity of the DWSD Water System and ensure quality service to its customers. To protect the health and safety of our customers, existing Lead water services are being replaced from the new water main all the way to the customer meter.
Proposed Contract 6004444 for Project DWS-919, will continue providing hard surface restoration services throughout the City of Detroit on an as-needed basis to provide better services to citizens of Detroit and meet the needs of future development.
PROCUREMENT METHOD
This procurement was competitively solicited through a Request for Bids (RFB) per Requisition 486240, which was fully approved on 6/22/21. The RFB was advertised on the Michigan Inter-Governmental Trade Network (MITN) BidNet. MITN published this opportunity to 760 companies and 43 firms downloaded the bid package. The Engineer’s estimate for this work is $21,200,000.

As the sole bidder, Major Contracting Group, Inc. (formerly Major Cement) was evaluated first and determined to be responsive. Therefore, it is recommended that Major Contracting Group, Inc. be awarded the contract resulting from the RFB for DWS-919. The bid tab, responsiveness evaluation, equalization analysis, and the bid have been provided to the Operations Division.
Major’s clearances expire on 11/24/22 and the formal contract document has been signed by Major and returned to DWSD.
