MOTION
Upon recommendation of Marqaicha Welch, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to approve DWSD Contract 6005182 with Melmac Co., Inc. d/b/a Motor City Pipe & Supply for Fire Hydrant Extensions not-to-exceed $123,341.40 and a term of twenty months. The BOWC also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND / JUSTIFICATION
DWSD is requesting the purchase and delivery of 6” and 18” fire hydrant extensions. Extensions are used to raise hydrants when repairs are needed, without having the need to dig. DWSD services over 230,000 industrial and residential customers in the Michigan area. This blanket contract will allow for purchases on an as-needed basis and will serve to replenish stock levels and prevent emergency spot buys, and will be awarded based on lowest bid price per item.
PROCUREMENT METHOD
This contract was competitively solicited through a Request for Bids (RFB) #504468 and was advertised on the Michigan Inter-Governmental Trade Network (MITN) website for 17 calendar days. MITN published this opportunity to 40 companies and 17 firms downloaded the bid package.
Five bids were received for the purchase of 6” and 18” hydrant extensions. Evaluation of the bids was based on the lowest unit pricing. The bid tab is attached showing the pricing summary.

Upon initial review, Etna was the apparent low bidder for the 18” sized hydrant extensions, while Melmac d/b/a Motor City Pipe was the apparent low bidder for the size 6” extensions. Unfortunately, Etna withdrew their bid citing they listed the wrong prices on the wrong lines and could not hold the pricing as listed. Therefore, Etna was removed from evaluation.
It was then determined that Melmac Co., Inc. d/b/a Motor City Pipe & Supply Co. was the lowest equalized bidder for both the 6” and 18” hydrant extensions. Its bid was deemed both responsive and responsible and it is a certified DBB.
Melmac Co., Inc. d/b/a Motor City Pipe & Supply Co. clearances expire 11/2/23 and a formal contract document is not required as the DWSD standard terms & conditions apply for the purchase of these goods.
