RE:                     Approval of Amendments to Detroit Water and Sewerage Department’s  Lifeline Plan for Water Affordability


MOTION:

Upon recommendation of Director, Gary A Brown, and Chief Financial Officer, Istakur Rahman, the Board of Water Commissioners for the City of Detroit Water and Sewerage Department hereby approves amendments to the Lifeline Plan for Water Affordability; and authorizes the Director to take all such other action as may be necessary to accomplish the intent of this vote.

 

BACKGROUND AND JUSTIFICATION:

The Board received a summary of proposed amendments to the Lifeline Plan on March 30, 2023, along with a redline version of the policy.  The Finance Committee received and filed these documents at its April 5, 2023, meeting.   These documents were also sent in advance to counsel for the American Civil Liberties Union and to We the People of Detroit for review and comment. 

 

Further revisions may be merited as the plan proceeds and funding sources become available.   The DWSD administrative team will keep the Board apprised of developments and written comments from water advocates. 

 

 

BUDGET IMPACT:

There is no negative budget impact to DWSD, as Water Residential Assistance Program, federal Low-Income Household Water Affordability Program funding, and a $25 million State of Michigan supplemental budget appropriation provide resources for the plan.
