MOTION
Upon recommendation of Marqaicha Welch, Procurement Manager, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to approve Contract 6005241 with AIS Construction Equipment Corporation to provide (1) John Deere 35P mini excavator with trailer and attachments for a total purchase not-to-exceed amount of $107,820.00. This also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND / JUSTIFICATION
Detroit Water and Sewerage Department (DWSD) Fleet Operations is requesting the purchase of (1) mini-compact, enclosed cab, excavator with trailer and attachments. This piece of equipment will be used to assist Maintenance and Repair Field Crews with stop box and minor leaks repairs for DWSD customers.
The purchase of this new mini-compact, enclosed cab, excavator with trailer and attachments is part of the 5-year Capital Improvement Plan (CIP).
PROCUREMENT METHOD - SINGLE SOURCE
Requisition #505806 was submitted by the Fleet Operations Team and approved by Budget on 3/24/23. Pursuant to DWSD’s Procurement Policy, section (5) Exceptions to Competitive Bidding, (B) Sole Source Procurements, competitive bidding is not required when there is only one source of supply available.
This AIS construction equipment is a companion purchase which attaches directly to the Kubos Pipepuller. Together, the attachment of both components assists field crews with the excavation, removal and installation of lead service lines. The purchase of other branded manufactured mini excavators would impose additional attachments, modifications and costs for upfitting.
This is a single source purchase to support the recent purchase of the Kobus pipe puller recently approved via exec letter on 4/20/23. The John Deere equipment provides compatibility to attach whereas other pieces of equipment would require acquisition of additional components to use. AIS Construction Equipment Corporation has provided a current sole source letter to DWSD confirming that they are the only firm that can provide a John Deere 35P mini excavator with trailer and attachments to DWSD.
Based on the information above, DWSD Procurement recommends the Contract be awarded to AIS Construction Equipment Corporation for a total contract not-to-exceed amount of $107,820.00.
AIS Construction Equipment Corporation’s clearance expires on 2/23/2024.
