MOTION
Upon recommendation and opinion of Gary A Brown, Director, and Samuel Smalley, Chief Operations Officer, the Board of Water Commissioners for the City of Detroit Water and Sewerage Department approves the Local System Capital Contribution Agreement between the Detroit Water and Sewerage Department and Great Lakes Water Authority, and authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote, including the execution of the Memorandum of Understanding.
JUSTIFICATION
Both Evergreen Farmington Sanitary District (EFSD) and Detroit Water and Sewerage Department (DWSD) are member partners of the Regional Sewer System. EFSD has requirements relative to compliance with its Administrative Consent Order 04995, dated August 14, 2019, (the ACO) as agreed to with the Michigan Department of Environmental Quality, now known as the Michigan Department of Environment, Great Lakes, and Energy (EGLE) and, consequently, desires a higher maximum rate of discharge to the Regional Sewer System.
