MOTION
Upon recommendation of Thomas Naughton, Chief Financial Officer, the Board of Water Commissioners for the City of Detroit, Water and Sewerage Department authorizes the Director to accept and utilize the Pilot Drinking Water Community Water Supply Grant Program grant assistance of $1,000,000.00 from The Michigan Department of Environmental Quality (DEQ) for the implementation of DWSD's unplanned full lead service line replacement (FLSLR) program, and also authorizes the Director to take such other action as may be necessary to accomplish the intent of this vote.

JUSTIFICATION
DWSD has made a proactive decision to begin a full lead service line replacement (FLSLR) program as a part of DWSD's comprehensive asset management-based infrastructure replacement program. DWSD has developed a robust lead risk mitigation plan that is being implemented as part of our capital and operational activities to protect our customers. DWSD recognizes the potential risks associated with lead in drinking water and is already taking precautions that include filter distribution, public awareness outreach, and providing flushing instructions whenever we anticipate disturbance of existing lead service lines.
